In an analysis, the Vision Foundation for Strategic Studies has highlighted the necessity of formulating a legal framework to protect demographic balance in the Kurdistan Region.

The analysis was prepared by Dr. Sana Kamal, a legal expert, titled (Demographic Change in the Kurdistan Region of Iraq; A Constitutional Reading of the Balance Between Freedom of Ownership and the Protection of Population Identity). It provides a legal and constitutional analysis of Article (23) of the Iraqi Constitution, decisions of the Federal Supreme Court, and the limits of the Kurdistan Region's powers in regulating property ownership.

This analysis was conducted based on constitutional, legal, and comparative methodologies. It compared the texts of the Iraqi Constitution, decisions of the Federal Supreme Court, principles of international law, and the experiences of several different countries and regions such as Finland, Italy, and Canada to find appropriate solutions for the Kurdistan Region.

The analysis also states that the protection of the right to ownership and freedom of movement must be balanced with safeguarding the demographic characteristics of regions. It emphasizes that a general ban is not a fundamental solution; rather, a legal and regulatory framework must be established to regulate this matter.

A set of legal and institutional proposals was put forward in the study, including: monitoring demographic change, assessing the demographic impact of major projects, strengthening the property registration system, and establishing a legal framework that simultaneously protects constitutional rights and social stability.
