The preparation of Iraq’s 2027 draft budget, the Kurdistan Region’s share and financial entitlements, legal impediments, viable solutions, and upcoming steps were comprehensively discussed in a roundtable organized by Vision Foundation for Strategic Studies.

On Monday, October 26, 2026, a roundtable was convened in Erbil, attended by senior Kurdistan Regional Government (KRG) officials, economic and legal experts, and members of the Kurdistan Region’s negotiating delegation. The session focused on the formulation and drafting process of Iraq’s 2027 Federal General Budget Bill, alongside the institutionalization of the Kurdistan Region’s constitutional entitlements and fiscal share.

The discussions aimed at forging a unified internal consensus among Kurdistan Region parties to secure regional rights and financial dues while dismantling legal obstacles embedded within the budget legislation.

The panel featured Dr. Amanj Rahim, Cabinet Secretary of the KRG Council of Ministers; Dr. Hawre Kamal, Advisor to the Ministry of Finance and Economy; and Dr. Makwan Jamil, Director General of the Budget at the Ministry of Finance and Economy. They outlined the technical and legal intricacies governing the drafting and review of the 2027 federal budget bill.

During the sessions, it was noted that the Kurdistan Region’s entitlements in the federal budget are marked by severe shortcomings and persistent statutory restrictions. The talks centered on addressing these legal hurdles, emphasizing the negotiating team's strategy to restructure and safeguard the Region’s financial rights.

Negotiating delegation members underscored that the federal framework applied to the Kurdistan Region within the draft budget poses significant legal challenges, imposing restrictive terms on the Region.

Organized by Vision Foundation for Strategic Studies, these discussions seek to build strategic alignment within the Kurdistan Region over disputed provisions and identify viable mechanisms to guarantee and secure the full entitlements and rights of the Region and its citizens.
