The increase in encroachment on public property, related laws, obstacles and barriers, causes, and solutions were discussed in the second focus group of the Vision Institution regarding the issue of encroachment.

The second focus group of the Vision foundation for Strategic studies was held in the presence of representatives from the governorate, municipality, mayoral office, Sulaymaniyah Court, Public Prosecution, Traffic Police, and other relevant authorities. During the meeting, the causes of the increased encroachment on public property were discussed in detail, the root causes of the problem were pinpointed, and solutions were presented.

The focus group took place on August 12, 2026. Relevant authorities stated that if the laws preventing encroachment on public property were strictly implemented, this phenomenon would significantly decrease, noting that the lack of implementation is the reason it has not yet been eradicated.

Following this focus group, the Vision foundation for Strategic studies will initiate steps for a policy paper on the expansion of Sulaymaniyah city, as well as plans to prevent and find solutions to encroachment on public property. The study will scientifically identify the causes and problems, propose solutions, and present them to the relevant authorities.

The first focus group was held on July 30, 2026, to discuss the challenges facing the expansion of Sulaymaniyah city, including encroachment on public property, the decline in public services, and the resulting issues affecting the city's water, food, services, and economy due to this expansion.

In the first focus group, it was emphasized that the expansion of Sulaymaniyah city must follow a master plan. The focus should not be on halting the city's growth, but rather on managing it. To achieve this, laws must be reorganized and implemented fairly.

The Vision foundation for Strategic studies has prepared a roadmap regarding the random growth of Sulaymaniyah city in order to draft a policy paper in cooperation with officials, experts, specialists, and relevant authorities. The goal is for the officials of Sulaymaniyah to benefit from it for future implementation, ensuring that the city's residents benefit from the outcomes without being harmed.
